Adoption Process Overview
- The prospective parents must be over 21 years of age and at least 15 years older, but not more than 45 years older than the prospective adoptive child.
- More boys available than girls; children live in boarding school/orphanages
- Children age 14 months and up
- Sibling groups permitted/siblings cannot be adopted separately
- Preference is given to married couples by the Ukrainian Authorities
- State Department of Adoptions provides referrals to meet selected children directly to parents
- Adoptions done independent of a referral/adoption agency are common
- Prospective parents should be aware of the likely developmental delays common with institutionalized children as well as medical conditions such as Fetal Alcohol Exposure
- Average cost is $20,000 to over $30,000 depending on services used
- No advance information about children is provided under Ukrainian Law other than whether the child is available for adoption
- You must be invited by the State Department of Adoptions to travel to Ukraine to meet a child
